I had sex in a hot tub, and i pulled out before i came, and cum ended up in the water, and i was wondering if the hot tub's water/ chlorine would kill the sperm cells

yes she can...anytime anywhere your penis goes unprotected into a woman's vagina...there is a chance that she can become pregnant..
